Using rear out of combat causes the same lag as if you'd used it in combat, and puts it on cooldown, while giving you a message that it can only be used in combat.
This has ####ED me so many times because someone will flee right as I was about to rear, then I have to sit on my ass with it on cooldown for 2 rounds as they run away.
Is this the intended functionality? If not, I think it could use a buff to simply print the error message and let you go about your day like most skills you try to use outside of their use cases..
