I was wondering if the top 10 is made from most pks or only from players setting them?

No bounties are automatically generated. If you go into a bounty office you can also see who placed the bounty on someone.

I had bounties placed on my characters who were abandoned after 10-12 hours. And it happened more than once. Like I hit 15, kill some hapless dude and drop character.

Then I see myself in the bounty list for the next month. Must be my luck with killing the wrong dudes.

You'll see most are actually placed by Imms. Maybe they saw it, and figured IC justice was appropriate.
