Just heard that a shifter hitting hero doesn't have enough ep to do either. I thought it had been said that it would always be possible with basic hero ep. Maybe umi said it? Any chance there's a bug or that it was never designed to be the case?

The number of edgepoints one receives for hitting hero are NOT enough to take either the Spin the Wheel or Roll the Bones edge.

That amount (just for hitting hero) will get you pretty close. You'll need to gain edgepoints by other means (help edgepoint specifics) to get enough to take either of the edges in question.
