It seems a little tough learning gear without any form of lore, so I was wondering if it is possible for an Orc to get the appraise skill through commerce?

The inn doesn't let wanted people in. Or those who've attacked in the inn too often.
Certainly as tsalantha the inn was off limits to me more often than not, and I would expect an Orc to also run afoul of the law a lot.
I've also had a previous char be banned from the inn because a bug made it seem as if I'd attacked a lot in there.
