To my knowledge, there is no in-game way of acquiring the skill (e.g., from a quest, piece of equipment, etc.).
Generally speaking, it's a Bad Ideaâ„¢ to overtly pursue or hang a lantern on a specific reward. For example, I groan every time I see a role plastered with capital-T "Temperance" as if to say, *wink wink nudge nudge*. Now, if your warrior with a role revolving around the slaying of dragons happened to win a role contest, I think dragon armor use would be a perfectly valid prize should the immortal running the contest think of that and decide its what they want to reward.

Would be cool if you added it as a quest to a certain dragon hunting mob with like prereqs of doing the first quest and dragonslayer edge, and maybe then he gives you a quest to kill all the ancients... Just a thought. That which does not kill us, makes us stronger.

As best I can tell, Valg's original intent was for dragon armor use to be a quest skill and I don't feel compelled to change that just because.
I don't necessarily think practically everyone having the skill would be game changing, but I'm also happy with the proposition that sometimes players have to give up armor use in order to use some of the choicest (or most convenient) great in the game.
