There is a difference: In one case, the fogger is a ghost. In the other, the fogger is merely out of range. By anology:
Healers can heal others outside of PK, as well. But if that healer dies and is a ghost, he can no longer heal others outside of PK.
Likewise, you can faerie fog others outside of PK, but if you die and are a ghost, you can no longer faerie fog others outside of PK.

That being said, there is a shorter duration. But the question is whether ghosts should be able to affect other players, at all. Maybe ghosts shouldn't be allowed to loot PC corpses, either (other than their own).
