Because the flee blocking in that case is that you tried to flee in that direction. They are not so much blocking your escape as preventing you from fleeing in that direction. I assume this edge really only affects things like cutoff and partingblock.
I personally am more curious if the getaway edge takes into account that the other exit is blocked by an opposing cabal guardian in those situations. This would be the edge I would suspect does what you are talking about if any do.
