Urban Agility: Does this only trigger in cities, or also other areas flagged "Civilized"? Maybe Imperial Lands or inside the Palace?
Concussion Expert: Does this work with weaponbutt blackjack as well as normal blackjack? Do you get an echo when the target is confused? Is the confusion duration longer than the blackjack duration?

It works in any room that's sector type is city or in any room within an area that is designated as a city. So it would work in parts of Imperial Lands and not at all in the Palace.

Only regular blackjack, though I could be convinced to change that. You do get an echo and duration is the same as the normal blackjack affect.
