Is the lag associated with these two skills the same for the same tier forms?

Pretty much. In the case of flyto, whether your are an air major vs. minor also factors into it.

Really? When I had Shark, the opponent could always get the first attack if they wanted but when I had Falcon, that wasn't the case. I'm not 100% about this but I could look up a log or two, I always thought it had something to do with how air forms can fly to people inside but water forms can't swim to people inside, so all water forms more or less have minor swimto. Thanks though, I was always curious about that.
