The issue seems to be as per imperial dogma. The oath is to be offered to everyone but a good portion is not allowed. It's quite annoying that you can't bring a disheartened enemy into the Imperial ranks. I've got a single #### to give...and it's just for you.

At some point (having kept an eye on these things), we realized that something like 95% of the non-evil characters who took the oath were super newbs on their very first character. Everyone else knew better.
It wasn't the experience we wanted to give to first timers.

Make it not possible for newbie flagged chars. Or Have an explanation of the implications and prompt chars to confirm their intentions if they'll be hit by the drawbacks.

But I took the oath from an imm as a goodie before, and not before as in decades before. When did it get changed?
