The issue seems to be as per imperial dogma. The oath is to be offered to everyone but a good portion is not allowed. It's quite annoying that you can't bring a disheartened enemy into the Imperial ranks.

I've got a single #### to give...and it's just for you.

At some point (having kept an eye on these things), we realized that something like 95% of the non-evil characters who took the oath were super newbs on their very first character. Everyone else knew better.

It wasn't the experience we wanted to give to first timers.

Short version: in the past when it was desired for Empire to be autopilot, it was decided it would be easier to have a safeguard against new players potentially ruining their characters from things like betrayer vuln.

When it was discussed earlier, a few new and interesting ideas came up that may or may not see the light of day. That all being said, this is certainly something that I am working to get remedied at least at some level.. It may never get to the point where players can give the oath to non-evil dudes again, but I do think it would be great if we had some option to allow for it. Especially since said non-evil dude who wants the oath will be asking for/accepting it willingly.

Make it not possible for newbie flagged chars.
Or
Have an explanation of the implications and prompt chars to confirm their intentions if they'll be hit by the drawbacks.

And thats just letting imms give the bloodoath to non-evil dudes. Whether its through an Empire imm or doing the interactions through an Imperial mob. That way we (as the staff) can ensure that we are doing everything we need to so that said PC knows just how potentially gimped they are going to be for a while.

But I took the oath from an imm as a goodie before, and not before as in decades before. When did it get changed?
