Why is there gear on mobs going up in chromatic flames when they die?
Shouldn't they be illusions? Is this something that needs to be bug boarded or is there an explanation for it?

Most limits vary depending on size of the playerbase, and existing items on mobs do not automatically become illusions if the limit is lowered, much as they don't disappear from characters' possession.
Until the mob/char dies, that is.

Is there a minimum set for some limited eq greater than 1? I know some items are always maxed at 1.
This is just my observation but for such a small player base it seems like there is an awful lot of illusion equipment out there.
I understand the idea is to maintain some level of value for limited items, but, it seems possible that you could get to a point where all limited items will become much harder to get than intended. The smaller player base not only means less limited gear but less pk opportunities and pking in general. If limited items become so rare I would think it might promote over-conservatism by players with good sets in an environment that already has limited pk opportunities.
Personally, with such a gear dependent game, I'd rather see the number of limited items be slightly on the more liberal side so people feel comfortable competing, and re-gearing, rather than a situation of the haves and have nots.
I am not saying its to this point. I am just noticing a hard time finding certain items or groups of items recently, and noticing a bit of that chromatic flame mob action happening. Anyone else feel this way?

I've never seen anything that was legendary become famous, or anything that was famous become legendary.
I am not sure it could happen (maybe items are coded with those flags so that they only vary in the amount of noteworthy/famous (4+ and 2-3 respectively)- but never shift to other categories), but in practice it's probably a pretty big swing for those to happen.
It might be you are looking at more famous/noteworthy things where they are now at the lower end of their item limits instead of the higher.
It should be easy to find decent/high end gear with less players. Though it used to be heroes didn't gear lowbies on demand so much because they didn't have the time, bu maybe with lower counts and less pk going on they are doing it more often because they have more time in their log ins.
Good way to tell is just look at lowbies and see if they are wearing traditionally lowbie gear or hero sets.

Is the playerbase getting so small where some of the more common limited items (famouse/noteworthy like you mentioned) are now limited to 1?
Or do they have a hardcoded minimum, above 1 or 2, that they'll never get below no matter how many people play?
