#56288, "Did charges on black rods get tweaked again?"

In the last few days I've collected sleek black rods from the dead vale, siege encampment, and white dragon lair that all had three charges. IMHO, these are three of the more difficult locations to gather from.

The codes for the level of the rods aren't working quite consistently. If I'm not mistaken, I've found different level rods in the same location on more than one occasion. On most situations I don't think this matters overly much. Most of the time this works for the best.
