#56091, "Whispers / Con Based Regen"

I was wondering if I could please get some clarification on regen with Whispers and low con. (As some of you know, I'm obsessed with this legacy.)
Example: Character starts with 22 con. Through deaths, character's con decreases to 12. Assume con is now at 12 and is =not= modified by +con gear.
1/ If I recall correctly, I read that for regen purposes, the code uses a formula between current con (12) and maximum con (22). Is that true?
2/ If so, is it an average or some other weighted formula?
3/ If weighted, weighted towards maximum con or current con?
4/ Daevryn, would you ever advise taking Whispers and Renewal of Spring together on an exploration based character (that plans on dying a fair bit)?
Thank you in advance!

I believe this is correct.

I want to say it's just average but I can't remember for sure.

Doing so would maximize your HP regen, but I think throwing both legacies at essentially that specific problem has diminishing returns vs. picking something else to shore you up in another area. If it were me making an exploration character I'd probably pick Whispers and then something to help me mitigate damage coming in directly or indirectly, such as Gates, Dance, Flow, Calming, etc. Overall I think you would get less downtime this way vs. doubling down on Whispers AND Renewal even though your HP regen would be more with that pair.
