I don't think the current change really has much impact (about downing the item). Why not one or some of the following -
- put a timer on chameleon of 2 ticks before it can be called again? - can't call chameleon when bloody, or at least add a failure rate? - make it wear off after a three to 5 ticks (cabal edge to increase the duration)?

Would simply be to allow characters to see chamo (but not camo) from within their own cabal.
Then you don't get situations where people won't attempt to retrieve because they don't know if a big gank is waiting, or situations where lone retriever dies to the massive gank.
This allows utility of chamo to persist without the downsides that negatively impact on cabal activity.
In return, I would give outlanders only the ability to see hidden chars on the who list while the outlander is in the tree.

The most recent change does have an impact. If an overwhelming force comes to take your item and you know you are outgunned, you can no longer sit hidden and wait for people to log off from boredom (unless you are a ranger).
All of the rest of your changes would make Outlander a lot more unappealing, which can already be the case with their current restrictions of coin and limited selection of healers to use.
