Might be worth the effort to make 'standardized' world events that people can jump on as global quests.

Press a button and suddenly Galadon/any of a list of implemented cities is overrun by n1 goblins and n2 orcs with n3 elite bodyguards following an imm-controlled warlord. Orc players can join in or try to bully the NPC warlord into submission, Tribunal and Fortress can come in and try to clean up the mess, other sides can come and cause havoc or whatever they prefer. When the boss NPC is killed or the imm controlling it needs to log off the hordes scatter and the event is over.

Specify a different event and maybe Imperials have installed troops in Hamsah - centurions at every gate, Imperial players online get a free pass to attack any non-imperial player in the town for the duration of the event without breaking the law and Tribunals lose the authority to place warrants for crimes committed in the city. Imperial general NPC takes orders from Emperor/council, Imperials retreat from the city when he is killed.

A group of refugees from a war/famine/atrocity in distant lands on the road from A to major city B. Those who can fight have formed an armed escort, but there are rumours of treasure in the caravan - will they be able to hold out against the villains of the land or will the fortress of light step in to protect them?

Incentives to participate might be getting small amounts of GQuest exp which eventually adds up to edges, for instance. That would pull people in to the area.

Other examples could be thought up, whether cabal-centric or not. Boss conjurer with elementals (also comes in angelic and demonic flavours), boss necromancer with undead, boss druid with animals, etc etc - they wouldn't need to all be implemented at once, but automated ways to quickly realise such events according to a given set of parameters might pay dividends in terms of livening up the game.

Meaning that when creating the event, the immortal doing so could specify how many of each type of mob in the set of mobs for that event would spawn. ie, 20 goblins, 5 orcs and 2 bodyguards, or 10 footmen, 3 knights and 1 paladin, etc
