I don't see this happening.

#54362, "Scaling heals"

What about scaling the effectiveness of the healing by the level gap between the healer's PK range and the recipient level, PC or NPC (no changes to sanc)?

Healer's are great at what they do, but turning level 25's into bash spamming death gods (and the best scouts for out of PK victims second to air shifters and practiced conjurers) is a bit much, especially for cabal defense which is as close to mandatory PVP as this game has.

Let healers have their fun futzing with lobbies, but at the same opportunity cost non-bonded evil healers have.

Implement edges to reduce or eliminate this opportunity cost if the healer feels it's important (Herald) and remove them for Fortress cardinals automatically.

... but aren't healers the least played class as it is (maybe only second to orcs). I don't think they would need a downgrade. Speaking of which, this makes me want to play a healer again.

Making fights effectively unwinnable is not.

I've played healer. If you can ignore the mind rending boredom, the bar for being the best healer in CF isn't that high.

You don't play a healer because you intend to go around healing lowbies, that's a bonus. Giving a sliding scale for healing effectiveness until you are over the healer's lower bound PK range won't change the majority of fights but will allow a minority of fights to be closer. Nothing is worse as a lowbie waiting for a healer to get bored trolling because they know no one in hero range can actually kill and full loot them solo.

Level 25 gaters aside, healers become a lot less deathful the higher level they become. A level 51 healer may be difficult to kill (although they're as vulnerable to a pincer/cranial bank as anyone else) but they're also not really going to kill anyone solo.

What they get for that is the ability to heavily affect the fights of other people. I don't see a problem with it, personally.

That being said, I wouldn't entirely be against their healing being scaled a bit based on level difference. That shouldn't apply to inners/outers, though.
