I vaguely remember reading on the forums that the Imms were looking into a new entrance to the Outlander cabal that did not necessitate travelling through a city.
As a temporary measure/fix, would it be possible to bar Imperials from calling centurions along the current entrance?

Imperials can call centurions at the crossroads at Basilica/Gehenna entrance. Even if you go through the cove, you'll enter arkham area, though not the actual city.
When imperials put cents at crossroads, it's impossible for outlanders to get back and defend short of gating/hoping for a lucky teleport.
Of course, it usually doesn't matter since there's almost never any hero outlanders around.

Maybe you have a different definition of what a city is - a stretch of road in the same area as Arkham fits my definition.
To me, a civilized stretch of road with houses to either side is too much of a city. You can traverse virtually the entire game without stepping more than once on such a room... unless you are going to the Outlander Cabal (well, Empire and maybe Battle also if you include ruins). It doesn't seem right to me that the Outlander cabal is in such a place whereas the Fortress, for example, is not.
