Correct me if I'm wrong, but haggle is checked after you buy an item. What this means is that if you have 3,000 copper you cannot afford to buy something that costs 3,500 copper. Even though in the end, you may have ended up haggling the price down to well below the 3,000 copper you have.

Sounds about right. From an in-character perspective you could see it as the merchant wanting to see the money before even talking to you and your persuasive abilities coming into play. OOC, we don't want people spamming buy object until haggle's random number generator says it's ok.
