Tie supplication effectiveness to the number of immortals online and other factors.
The IC justification is that when immortals are active, the divine energy associated with their presence strengthens the faith of all religious people.
The OOC justification is that when there is more immortal oversight, it is easier to determine if communers are acting appropriately religious or merely act as spellcasters who need not worry about hurl throat or the veil.
Additional factors in this could be the proximity of the shadow plane and the thickness of the veil.

Empowerment tiers! Higher supp effectiveness the higher your empowerment tier. It would mean your supps cast at a higher level. Lets say there are 4 tiers. 0-3
0 - Base starting point 1 - Empowered to 51 2 - 2nd viruteish? 3 - Tattoo
This would tie supps to how good of a follower they are. But it would be a pain in the ass to code. So it probably will not happen.

I just picture Baer going vis then boom a million shamans out of the woodwork.
Plus, empowerment is a pain enough, now tie effectiveness to if your imm is around?
However, I do like the idea of a battle armor warpriest having the strength of his spells tied to the hit/dam of his gear!
