Other than having an Imm do it for you, the only ways I know of are a druid and a certain scroll, though I think the scroll tends to blow stuff up far more than transmute it.

I base this exclusively on the number of Wood-Elf Villagers who asked me to transmute their weapons to wood for them.
I'm pretty sure if there was a way to do it without magic, without a druid that they would have preferred to go that route, even though I was very accommodating.
