Seems I knocked the wind out of a PC a whopping 3 times over all of Jheril's lifetime. Each of them seemed like 2 rounds of lag + some extra, but I can't say for sure because the enemy might've just been trying to flee (and failing) with no echo.

Finally found a couple of logs on Dio's where people had used it against them (you can't really tell when you're the assassin because they could be typing 'where' instead of doing something useful).
But there are in fact a couple where someone is spamming things and you can see two throws go through back to back with no opportunity to intercede.

This is correct.
It's always been supposed to be extra lag, but in the original draft of the skill it didn't work correctly because Galadriel either had a hole in her understanding of lag mechanics or made a mistake. I fixed it probably 10 years ago, but there's the explanation for why someone might think it wasn't lag and have at one point been right.
