I've seen a lot of talk about it lately but haven't heard an official word on what affects how much the Whispers legacy heals. Most people say it is con based, but some say it is wisdom based also and no this is not talking about the wise recovery edge, just the legacy itself.
So could we possibly get an official word on this? It is just con or are there other factors?

In most circumstances your hp regen per tick is based on con, so Whispers just increases that regen.
