I've noticed that in some (area explorey) cases you always get frozen, no matter what your stats or level.
If you get it from eating a fillet, though, you can often resist even though the spell level is 70 and you may be as low as 30. Saves vs paralysis seemed to help very little, although I of course didn't do any real statistics.
Are there some builds that could eat fillets with impunity? Tranced assassin with Zo Buki? Warrior with Fortress of the spirit? Or should it be Harmonious Equilibrium (I've been told it helps vs paralysis such as neuro)? A certain item that removes paralysis in combat, would it help if you're attacked while fillet-frozen? Does resist mental help?

Some NPC-based hold there's no save for.
Otherwise, saves vs. paralysis and all the usual factors that impact most saves such as INT and WIS.

From the 'Saves' helpfile:
A save versus a hold person spell to avoid paralysis might represent that the victim ignored the spell by sheer toughness, resisted with force of will, or managed a counterspell.
... I find that when I stack SVS and SVP, I get paralyzed less often by hold person and neuro. I also find that my characters with high mental stats make these sort of saves more often.
