I don't know if you create rp of the race first and then balance it with all other race/class combinations or if you create some interesting race/class combinations and then build rp around it.
But if you accepts the ideas for the second part ...
Frost giants and centaurs covered all possible ranger and warrior builds for all aligns. Mages, priests and hiding classes were totally forgotten so far.
So i would suggest the last seasonal race - summer race - to be something for these people.
But the mages are those who can grow to the really big power at hero when they use all possible avaliable magical protections.
So i would either suggest a race for priests and hiding classes; or a race for priests, hiding classes and mages, but that race must have really big vulns (so mages of this race don't become too overpowered).
I don't know what is the best solution, but something like a version of a duergar as the last seasonal race could be really good. Though this race will be useless for the people with hide and can be too dangerous when played by mage - this race will be too effective at fighting thiefs/assassins because they don't wear a lot of -svs usually, so they will be "vulnerable" to sleep, neuro disruption and other deadly spells.
Something like vuln_physical on the new race would be also good. We never had it and it sounds like a really big disadvantage - something worth a detect hide, for example. Melee classes are usually the people who hit with physical melee (shapeshifters are the exception of course). So anti_melee race what is open for mages and priests, but is vulnerable to physical melee the same time what comes to mind first of all if you decide for vuln_physical.

Thiefs and assassins can't play any of the current seasonal races and the suggested race will not help them anyhow at all - they would recieve detect hide they already have, but gain huge vuln_physical.
But this race can also offer some unique benefits for assassins and thiefs because of this.
Few possible ideas are: - maybe this race can offer unique thief builds and offer few more thief points ... it's like you can be usual thief or be a thief with few more thief points, but also with huge vuln_physical; - maybe this race can offer asassins "improved" assassinate somehow, like you can sneak + hide + move and stay hidden in all areas except the water or something like that.
Overall the rp of that race would be around the shadows (to hide and work better in the shadows as well as seeing in the shadows by others) and fighting melee classes because the race is vulnerable to it because of the "bad" past.

Just want to say I liked where you were heading with a priest/mage/hide focused race, then you gave it detect hidden. I want less races with detects built in not more.
