Justiciar/Vindie do not get leader con, provincial does.
Elder does not give leader con or leader channel, it only means the mortal leaders can't boot you.
Sect leaders get leader con.

1. Foster administrative cohesion by creating some degree of distance from the commoners. It also creates an illusion of solidarity for the uninformed masses.
2. To disassociate immortal players, immortal characters, and their alternative personas
3. To allow immortals who still cruise and comment on the boards unofficially a small degree anonymity from Gabe and his crew
And my personal favorite: QHCF does not give CF-staff the same license in pruning unwanted comments from discussion

It's just a flag that an imm can apply to someone in their cabal, it usually is mostly RP fluff but like I said, it means you can't get booted by mortal leaders. So it's fluffier for Fortress than say, a plotting scheming Scion.
