Is incardine wave int and dex dependent or just dex?

I can't say I know the exact mechanic but when I had it, I seemed to throw many more attacks like this if my weapon wasn't too heavy. I don't know if it was my imagination or not but when using weapons less than ten pounds it seemed to fire a lot more often.

I was playing an arial at the time so I don't know which played more importance, the int or dex, if at all.

Maybe someone else can clarify better.
