Maybe it's been changed, though I doubt it. But in the academy, anytime I rolled a rager, it always felt like I was breaking rp when I completed the fine leather quest because I'd be helping out that guy (Pip? Rip?) who runs the magic shop, bringing him the red rocks he asks for. If that's still how it works, you should make it something else that isn't going to violate a cabal's rp, any cabal's.

If your character would be breaking RP to do so, feel free to not complete it. There is plenty of other low level quest gear even, some specifically targeted at rager/outlander which is the only two cabals that would frown on actions of fine leather.
