QHCF and CF Wikis both have an entry.
Seems you can eat anything and quaff anything in combat. You can also use specific wands. Seems to be single-target damage or malediction wands only. So no defensive wands, no AOE wands, and no utility wands like word of recall.

Basically if it's a targetted (that is, you pick who to cast it on) offensive spell, it's fair game.

In all my years I can't ever remember even using a wand.
Edit: The golden rods from the vale being an exception.
Another question about wands. Do they work better the higher your rank or is what ever they cast set?

When you ID/lore a wand it gives you a specific level the spell is cast at. That is what you cast. Your actual level plays no part.
Don't know if spellcraft can play a part, but I'd guess not.

You can zap yourself with offensive wands, but you lose % in the wand skill iirc. Don't know how that would play out with Enigma warriors or if they can zap their self.
