I think it's silly that heroic figures don't know how to use things like staffs or maces or axes after a lifetime on the trail.
Would it be unrealistic and over powered if all characters got basically a 6% exotic like effect in skill for every 10 levels they got So effectively a hero would have 30% in weapons their class didn't already have.

Since that would obviously be a big factor for game balance...
Wizards and rogues don't learn those other weapons from their lifetime on the trail because they don't use them and their guilds don't offer training. If the individual wanted to learn how to use various weapons, they probably would have joined the warriors guild instead of the invoker's guild.
I understand from an RP perspective you want some % to show their life time as an adventurer. Maybe a transmuter has had to use an oaken club (mace) in dire times, so he should have some skill in it. They key here, RP wise, is to remember that everyone starts at 0% and no one can get better at something until they have had formal training (one practice session worth). Even the farmer outside Tir-Talath has 0% skill when using any weapon he decides to pick up. He can use them, he just has no training and so doesn't have a base to improve on.
It's kind of like expecting someone who has no training in a martial art, say jiu-jitsu, to suddenly get better at jiu-jitsu just because he gets involved in a bar room brawl.
0% represents the layman and the transmuter in his dire time.
If you really must, for RP reasons, pick up a weapon you can't get formal training for at your guild? There is always exotics to open that avenue of roleplay.
All that said just to give you a RP-centric way to view weapons training. When it comes down to it, it really remains about balance. Mr. Transmuter can't learn every weapon because that would give him a big advantage over Mr. Warrior who chose the class that has the specialty of learning every weapon.
EDIT:
0% = Any ol' chap swinging the weapon 30% = formal training 75% = lots of formal training 100% = Master of the fighting style

I don't see any way that this line of thinking, taken to its logical conclusion, doesn't ultimately make characters more homogenous and the game worse.
For example, I (seriously!) find it much more unrealistic that every hero doesn't have Detect Hidden and Acute Vision. How many times does my hero warrior need to get ambushed before he figures out that the guy in camo paint behind the tree is about to wack him in the head?
But if I did that, there go 3.5 interesting classes out of viability.

I can't help but notice over the last 2 weeks you have become much more active on the message boards and that your tone has been... well I don't think trollish is the exact phrase I want to use but it is pretty clear.
You have gone through these episodes in the past but this one seems a bit more acute than those I remember. If CF is getting you this emotionally charged up about silly things you might consider taking a step back.
Every single person who still is involved in this community is/has been an addict, sometimes you need to sober yourself up nice and good before plunging back into it to keep yourself sane.
