Would it not make more sense to be able to repair a lot of people and have the timer on them? I mean I can repair myself now and no one else for quiet a while. If there body hasn't been repaired lately I don't see why we shouldn't be able to repair them as well.
Until it wears off on them I can't repair them again.

Lots of spells have recovery timers on use. You're a transmuter, not a healer. It's a difficult application of what you know.
