I understand there is a bonus to learning as a character gets "older". Is this based on rank, character age or hours?

There's a bonus based on rank and another bonus based on hours.

Each level above the level you get the skill at you have a better chance to learn. However, it's such a small increase that it might as well not even exist.
Age helps in that your int will be higher if it isn't already maxed too.

Each time you move to a new age category, you will learn skills/spells/songs/communes/whores faster.

I don't actually know about the rank thing, but age (don't know if hours or whatever) definitely grants a learning bonus and it has been stated as much by Imms.
