What are the negative effects of drunkenness other than what is visible in your affects list and the slurred speech?
Does it make you less likely to save against spells cast at you? What about bard songs sung at you? Does it make you cast spells at a lower level than you would otherwise?

You can get headaches, which lower your int and wis if I recall, and unless I'm imagining things, the headache can make you fail on prayers/spells even when perfected.
You can also get alcohol poisoning, which does damage on the tick and can last a while. Think sleeping for ages is the standard way to get rid of it.

No to all of these, as far as I know. It helps a bard regen, but no more than if he was just tipsy.

I'm mostly curious about whether there would be any benefit to causing drunkenness in one's foes as an offensive tactic. Possibly to make them more susceptible to spells and/or songs.

Drunkenness imposes a dex penalty to the target. If they are suffering from alcohol poisoning, a shaman can drop rot (Wasting sickness) to amplify the effects of hunger/thirst/poison/plague.
I'm not sure if drunknenness has any effect on the target with respect to mental saves/slow effect/moral boost. If it does, it is probably rather minor.

I'm saying that characters who get drunk CAN get a headache as well (which shows up as an echo, not in effects).
While under the influence of the headache, they suffer a penalty to int, wis, or both (I can't remember exactly which).
They also, if I recall correctly, sometimes fail spells/supps while they have the headache.
However, you don't necessarily have a headache just because you have the "drunk" effect.
Think of headache as being like a disease a la influenza.
