Could you change it so shifters are always able to at least hear tells and be targeted by name, even while in form.
Especially the latter is very irritating right now, as it can be very hard to keep track of what form they are in. Which would make targeting hard and possibly give them a time advantage over you.

I don't think this is happening. It's the way it is on purpose.
Or to look at it another way, for shifters to work the way you want would have required us to do nothing, whereas the way things currently are required someone to write a lot of pain in the ass code, which should make a statement to you of how badly they wanted it that way.
