I used to use it a long while back when I could guestimate the numbers who knew about it to be countable on one hand, then as mist things do in CF, someone tells one secure friend who wont tell everyone but instead tells a.n.other secure friend and so on.
We now come to the now and everyone and their Granny knows about it and uses it with great regularity. Now ignoring the fact that so many paladins partake of the Quaggoth, which to my mind is, for a paladin, completely wrong and almost as bad as a stench bull orgy, you have shifter forms who's main attribute may be the ability to poison a victim. A lot of these forms are a bit humbled by the overuse of the Quaggoth's vigor and so I would propose the following review of it:
1) Reduce the duration because at the moment it is too long. 2) Imms smack paladins who would drink the blood of a creature, or help another do the same, to act like a vampire would for the gains they get! 3) Increase the risk by creating a one in 5 chance that your body cannot take the vigor of the blood and you are insta-killed.
I think 3 is the best idea as it is not quite the same as eating a black pudding supper!

I know I was one of the first if not the first besides Kasty + coders that knew what the blood did.
I told everyone I could possibly tell IC. Even took 20 to 30 people there to drink the blood. Funny thing was some of those characters didn't drink the blood for RP reasons because I did a #### job of explaining the properties (my sample reasoning: It makes you immune to envenomed daggers! or some such).
So yeah. On a related note, there are only a few characters that can conceivably kill the quaggoth solo in the amount of time needed to not get ambushed or set up. So it's mostly a moot point to me.
And as a solution to something I don't really see as a problem, I'd rather have it do something like this:
First dose of blood - Nothing but the actual Vigor affect. Second dose of blood - Nothing but the actual Vigor affect. Third dose of blood - Nothing but the actual Vigor affect. Fourth dose of blood - An affect like alcohol poisoning (or maybe even something that would encompass addiction). etc etc etc
On like the 20th dose of blood, I'd make it so you basically have plague at -1 hrs whenever you don't have the Vigor.

Also Zulgh toned down the timer a lot. And also if you have blood, and drink it, it gives you very little additional time. Maybe even none, been a while since I got it. But it used to be 300 hours and it is extremely less now.
Generally people do not all run around with blood. They get it if they need it. If the need it to say fight you, you know where they will now be. In a place hard to escape. Fighting a mob that is not easy to beat solo, and even with a group some people are getting beat up a bit. In a room that can be locked.
I didn't bother to see how many kills Flaaayin got there or nearby, but I am sure he had more than a few.
Also, I thought they changed all the shifter forms so none have a straight poison attack as their regular, or can switch or something, so as to not make them useless against people with blood.
I don't think you need to put anything else on it, and I really do doubt it is as much a problem as some people may make it out to be. (some shifters and poisoner thieves are the main ones hindered, and those thieves can really take advantage of jacking people in that place, i.e. flaaayin and shifters have other forms they can use)
