The idea of making hell open for goodies (even if limited) is good and all, but why not just code a heaven?
I'm sure it'd be incredibly tedious/hard to code, but I also think it would be well worth it in the end. It could be a much friendlier place, where evils dare not go.
Goodies could make it in, and there could be "tests of goodness" to get to different areas, maybe. There could be plenty of items and plenty of mobs to look at, but no killing. This would mean that there are tons of quests inside heaven that you must do to get items, and even more puzzles. Maybe Heaven could be done solo? Just a few ideas.
If Hell is somewhat based on Purgatorio, why not make heaven based on Paradiso?
This has probably been requested many times before. If it has, I'd just like to say that I am all for having a completely new area drawn up for goodies rather than giving them access to hell (both would obviously be preferred).

"Hell" as you call it, is based on Dantes Inferno
http://en.wikipedia.org/wiki/Inferno_(Dante)
So finding the equivalent "heaven" for the "hell" would be more like finding the care bare kingdom.
