Assuming some level of prior stalking, does being seen on "who" by the target damage the chance of successfully assassinating that target?

From what I think I've noticed, it's not the fact that you are seen on who, but the fact that it is POSSIBLE to see you on who.

I have had assassinations where I stepped out several times during the stalking and still landed assassinate. I could be wrong, but in my experience it seemed to matter more if they actually saw you. I don't think our odds are very good of getting an official ruling.
