Does it matter where you are or where your victim is when stalking? Like sitting in your guild and stalking someone sitting in their guild or stalking someone while you are at their outer and they sit in their cabal. I have not been able to even get a partial success if all of the stalking was done in one of those two ways. Is it just bad luck or do you also need some stalks on them when they are not guild/cabal sitting?

I've had success assassinating people in situations where all my stalks where made at their outer while they were inside the cabal.

No clue about the rest, but generally speaking, I've never noticed that stalking from the "fringe" of an area made any difference. Who knows, though.
