I can get a talisman from a mob yesterday, use it's final charge today and kill the mob who has it while under the magic of the final charge and it doesn't repop but comes back as an illusion.
Surely if I only got it yesterday, then it would not have repopped for someone else, in the middle 16 hrs between me being back on, resulting in it being oversubscribed and not return.
I am confused.

If you had the talisman then the mob already had it as an illusion. Items that are illusions don't magically turn into the regular version unless the mob is killed or the game is rebooted.

As I understand it, once you request something (limited or not) it comes back as illusionary until the NPC dies.

I saw mob with illusionary one, I used my last charge, killed mob and then it still came back illusionary. I understand object limits but I only got it the day before and had checked for a second but it all remained illusionary.

I was having a bad day and doing the mature thing by taking it out on everyone around me.
Still though, as a more constructive process, I personally would like to see more talismans (and scrolls) with aura and shield out there with a few being ranger only and bard only just so that they at least get a fair shake at getting one. You could even have the ranger's guild in Emerald sell a ranger only one.
I also would like to see some more lowbie wands cause the big guys take them all and there aren't any for the levels that REALLY need them. If it would help push the idea through, I could write up descriptions and stuff.

Fairly simply series of explanations. Talismans that are limited do not repop instantly. This in essence prevents one talisman being farmed non stop by the same player since you know when you use it you could then instantly go get it again. So yes, there is a timer on repops of such items, which I assume is by design.
Talismans that are illusions will stay as such until the mob gets killed again and the timer has run (it will then repop with the talisman), the area gets refreshed naturally (I have heard keys will sometimes come back, not sure if illusionary items will just become normal), you repop the area (if it is not on a mob you will need to repop the area to make the talisman reappear) or the game resets after a crash.
Also don't think you are the only one that checks talisman sources. Someone else likely saw it and got it. 16 hours is a lot of time and there are lots of players that uses talismans. Especially if it is a protection one.
I believe the timer on the repop is in the range of 15 minutes, maybe a little more.

Good explanation.
I'll add that limited talisman repops often can take much longer than 15 minutes. like, more than 45 minutes.

You sacrifice it when you get to one charge, then go kill the monster that had it twice and get another. Burning the wand, or whatever, up by using the last charge seems to set some sort of random timer on when it acutally reappears.
