Help is a broad generalization.
In this context, it can be an innumerable amount of things. Off the top of my head: 1) Accuracy? 2) Damage? 3) Stunning chance? 4) Lag on stunning chance?
If I really think about it, I can probably come up with at least 5 more use of the word 'help' in this context. Thus, I asked you to clarify your post, not demonstrate your ability to go look up the definition of 'help' online.
But to answer your question, I didn't see any noticeable different in pre-outcry charge and post-outcry charge. The code may suggest otherwise.

I didn't ask, "Does Outcry help?".
I asked, "Does Outcry help with the charge skill?".
That's pretty specific. It prompts anyone who had knowledge of Outcry interacting with the charge skill, in anyway to comment on the subject if they want.
