Should the Tribunal be raiding the tree, would low-level Outlanders be warranted for striking the captain before the Tribunal finishes its raid?

Like battle or orcs.

Never seen or had to retrieve from either as an Outlander.

Yes, it's a crime. you aren't allowed to strike the captain unless the Spire actually holds your item of power.
