I searched the forum but found no answer, so perhaps some IMM can shed the light here.

Does Hitroll helps you to bypass the enemy's melee defences (parry/dodge/sb)? So on hero ranks (no misses!) will someone with a high hitroll hit more often than someone with low hitroll? Against same opponent, of course.

No, although it is very relevant to armor deflection.
