Are there rules for this? Or can you demote anyone below you for any reason you feel like?

Do you have to be higher in guild rank or just sect rank?

... Yes, you can demote anyone below you in your SECT for just about any reason. But if you continuously keep demoting random people for 0 reason I suppose the imms might consider it griefing and revoke your demotion privilieges. Just a guess however.

As it is now there are FAR to few demotions in the Empire, and even to few Anathem. (However I recently saw three Anathema so I might be off on that for the moment...)
