#31376, "Spell evasion"

Is spell evasion purely skill level or does your save vs spell have an impact as well? (I know the thickness/thinness of the veil plays a part as well since it affects all rager powers, so I'm not asking about that aspect.)

Do other things factor in at all?
Dexterity?
Luck?

Int, dex, the level of the spell being evaded, and skill level are all factors to varying degrees in a successful spell evasion.

It would make sense that svs gear would not affect spell evasion in a similar fashion to the idea that improving your dodge won't affect your parry. The spell evasion check will try to avoid the spell entirely, and will depend on the factors Nepenthe discussed. It seems evident that your SVS will only come into play after you fail your spell evasion check and are trying to mitigate effects.
