What is there back story? Were they just the Tribunals but harsher? or something? I noticed there wasn't any info in the cabals section here.

You can try searching Dio's for logs of arbiters in action. The site search is broken, but you can go to google.com and enter:

As for powers, at one point they were: Level: Power: Usage: Description: 1 Wanted wanted <player> y/n Flags/unflags target player. 10 Shield of Justice call 'shield of justice' Creates shield the level of caster. Rots. 12 Judge judge <player> Determines ethos/how often wanted on target player. 15 Vigilance vigilance Detect hidden, detect invis, detect true yells. 15 Guard Call call 'guard call' Calls two special guards. 20 Manacles manacles <player> -5 hit/dam, -10 dex, +180 AC, prevents spellcasting on target wanted player.

Ahh so other than the shield of justice, they were basically the exact same.
I might be pushing it, but Do you remember what the shadows abilities were?

One of the major differences between Arbiter and Tribunal, besides philosophy, is that Arbiters were "on duty" in all protected cities and could take their guards anywhere.
There used to be mobs all over Thera that would announce on Arbiter cabal channel when a criminal stepped into the room with them, causing the Arbiters to go pwn them.

help arbiter Level(0) ARBITER ARBITERS Arbiters were the Law of Thera for centuries. They enforced the Laws of Thera as judge, jury and executioner. Their decisions were concise and final. Criminals were the only true enemy of the Arbiter Cabal and they were hunted and killed ruthlessly throughout the land. Only people with a lawful ethos who had never been convicted of breaking the Laws could have hoped to be an Arbiter. The likes of Rangers and Druids were too wild to properly enforce city law and therefore were not considered.
But then, in a time of chaos, the book was burned by the gods of chaos, and the hall closed its doors....
