Two character with roles, and nadda.
Maybe my roles just suck?

I didn't get xp for my current chars role until I was almost 51, and I ranked fast.
Type WIZLIST and count how many imms are dormant, on vacation, or "by appt". I imagine there just aren't many people there to handle it right now.
