I'm curious...
1.) Who wrote this room description, and
2.) What gave you the idea to write this plaque inscription in Greek?
3.) Do you actually know Greek, or did you just google it?

Summoning Chamber
Pale illumination trickles into the chamber from the northeastern stained-
glass windows of this oddly-angled room. Purple curtains tied with golden
ropes ring the bottom half of the walls and the arched windows are set back
into the top half. Elaborate columns spiral up to the wooden ceiling carved
in relief. Glazed tiles of alternating colors decorate the wide floor and
two platforms rise from the center of the chamber - one for conjuring, one
for the conjured. A fireplace blazes with light from the southern end of the
chamber, enslaved elementals dancing about in the flames. An embossed silver
plaque above the mantle is decorated with winged archons.

The images of winged archons descending through the stars is a masterfully done
piece of art. At the base of the plaque are the words: EN TOIS OURANOIS KAI
EPI TES GES.


***"EN TOIS OURANOIS KAI EPI TES GES" litterally translates into: ***
***"IN THE HEAVENS AND ON THE LANDS"***

Most religious studies majors take 2 courses in Hebrew and 2 in Greek as a minimum (some take the earlier courses while getting a bachelors degree so they may wind up with 3 or 4).

I would assume the author of Hamsah Mu'Tazz wrote it, which is Scarabaeus.

No clue why he chose Greek, but back then it wasn't as uncommon to see references to languages like Greek and Latin (and other "OOC"ish things) as it is today. Given that he wrote The Inferno, I suppose he just dug that kind of stuff.

I wouldn't hold my breath for a response though.

Also, he's reasonably literate in something like ten languages, of which I know Greek is one.

It's also enjoyable for me to find other people who are linguists. I know Greek (though I've forgotten a fair bit), some Hebrew, I'm learning Spanish, and I also speak a tribal language that less that 250,000 people in the world can speak. It makes a good source for character names. Heh.
