So reading the helpfile on Empire there is no longer an Arcane sect. Does that mean that mages cannot join empire? Or just don't get powers or what?

They'll just stay at bloodoath level for a very long time since only leaders or imms can promote them to "citizen" level.
You won't get any powers like other sects. Also, at bloodoath level you won't be able to enter the inner room, which sort of sucks.
In essence, it's hard work, with very little benefits power-gaming wise.

Citizens (i.e. mages) get to call centurions. And possibly bloodoath, but I am unsure about that.

(Assuming the High Priest can still anathema people from outside their sect).
That's really not a bad position to be in. It's not like non-IMM Anathema happens at all, but all things considered it's better to severely limit the possibility for it to happen.

Any given Imperial might not be able to Anathema you, but you're still likely going to take #### for just about anyone and generally not enjoy your time in Empire unless you play ball. Unless you're an Invoker or a haste-bitch or something, but that's give and take.
To each his own I guess, but given the power structure of Empire, I'd still call a permanent citizen low man on the totem pole, second to oaths of course.

Why do you have to take #### from them?
I agree, it does suck to lose out on the cooler imperial powers. But on the other hand, you get to take part in and improve some of the most powerful ganks in the game. I think that obviously appeals to some people. And in fact, there have been some pretty powerful mage citizens in Empire. I just see it as more complex than simply being the "low man on the totem pole."

If you got a couple of sect leaders or the emperor who like you and want to keep you around it will discourage people from pissing on you.
On the otherhand technically a citizen is very low on the food chain and kind of answerable to all sects and empire is about order so while they may not be able to demote your still breaking imperial law and will eventually get hammered for it.
