Do lagging moves not work against mobs? It seems that I'll have a successful trip, bash, etc. against a mob and the next round its casting, kicking , etc.

Why did you decide to code NPC's so that their skills aren't like PCs?

Example 1: Lag from skills aren't the same. Sometimes you get things that bash you three times in a room each round. I noticed for some things like flurries there seems to be a longer wait before they can do actions (or this could be my imagination), but why isn't it on par with PCs?

Example 2: Size doesn't matter as much. I've been lagged by large guards and dwarves and feareds on the battlefields for sometimes 2 - 3 rounds, even though all are drastically smaller than me.

Is this a way of trying to make it more difficult to rank or to make things not as easy to do?

Because AI programming is hard.

Lag from skills is nonexistant for NPCs. So we replicate it by having them fire off skills on random intervals.

As far as I know, size does matter for NPCs and bash. Large guards and Feared swordsmen are human & medium sized (as are dwarves), so they are not "drastically smaller" than you.

Mobs don't quaff teleport when you think you have just about killed them.

Mobs don't open combat against you (in most cases).

Mobs don't go after you because you are hurt and the dude tanking is not.
