From what I can tell it's not that they're around and getting kicked in the junk. They're just not around.
When you had an Ahtieli and a Gzurweeg on at the same time, they could pretty much steamroll anybody as long as Dupmasione wasn't also on. And possibly even then. Only they weren't on that often. When they're not, somebody goes and takes their item, whether it be Battle, Outlander or Fortress.
Though, it kind of surprises me that Empire didn't at least have enough lowbies around to keep the item in the Palace. Even if they lacked the heros take other cabal items.
