I was just told by someone I don't really trust that cry of thunder gives haste for a tick. I found that hard to believe. Is that true?
This same person said that hour past midnight gives a "haste like effect". Is that true?

I often notice getting more hits, and it also looks like they penetrate defences more effectively. Is this haste too?

Nep, many years ago, said an Orc fetish that gave (I am not sure of exact name) the effect of quickness was a haste like effect. Something like the offense part of haste but not the defense side.

Fact: Cry of Thunder gives 100 HP heal, alot of +dam, reduced warcry timer, and haste for 1 tick. Without that haste it would be a very mediocre legacy.
Fact: HPM, provided you are wielding an exotic in the mainhand, increases defense(parrying) and offense. Another exotic in the offhand has slightly further increased offense. This amounts to a 'haste-like effect' in that the blows are more likely to land (you aren't getting extra swings out of it but you might as well be).
There's a reason why HPM warriors are compared to sword specs. It's not purely because of the defense, it's riposte vs. the extra attacks that are going to get through the opponent's parry using HPM. Flurry is the dealbreaker, but wallop and batter can damage + lag, albeit inefficiently. Batter also doesn't miss with this legacy.
If you doubt me, you can check out one of your own rager buddies Firhindil, logs featuring him and his PBF. He had STSF + HPM and was dagger/spear elf. Royal bitch to hero, especially as rager, but no one could beat him in straight up melee, you had to resort to dirty tricks and get the weapons out of his hands or blind him.
And I don't have to tell you that the rest of the exotic skills have niche uses, some of which may be well-known or not. I still haven't figured out what discharge is good for other than burning through your mana and giving mages a damage move, for instance.

It most certainly does. Here's the thing though (and you just reminded me to post a log on Dio's) I noticed all my exotic skills worked LESS against other Hours warriors.
And I know for sure Xelox would have killed me in Imperial lands once or twice if he could have landed a batter or at least one that lagged me.
